Sarah Connolly is Interim Director General for Digital Foundations at the Department for Science, Innovation and Technology ( DSIT ), appointed to the role in January 2026. Before this, Sarah was Interim Director General for Digital, Technology and Infrastructure at DSIT from August 2025 to December 2025, and Director for Digital Infrastructure at DSIT from January 2024 to August 2025. She has also served as Director for Security and Online Harms at DSIT . Sarah has led internet and international policy at the Department for Culture, Media and Sport ( DCMS ), including work on the UK’s exit from the EU. She has also held a number of roles in the Home Office, including in the Office for Security and Counterterrorism ( OSCT ). Earlier in her career, Sarah worked as an adviser at the US State Department during a posting to Washington, and as an analyst at the Foreign and Commonwealth Office ( FCO ), where she focused on security and counter-terrorism policy.

Ollie Ilott is the Interim Director General, Emerging Technology and AI. He was appointed in January 2026.  Oliver was previously the Interim Director General for Artificial Intelligence at the Department for Science, Innovation and Technology (DSIT) from January 2025 to December 2025.  Ollie is a founding Director of the AI Security Institute and previously was Deputy Principal Private Secretary to the Prime Minister, leading the domestic affairs team in No10 Private Office.  He led on the Cabinet Office COVID Taskforce’s strategy team and worked on Brexit in the Civil Service from 2017 to 2020. Before this he was a researcher at the Institute for Government.

Fiona was appointed to serve as Interim Director General for Commercial and Growth for the Department of Health and Social Care and NHS England in February 2026. She leads expert teams across Commercial, Medicines, Life Sciences, MedTech, Supply Resilience and Greener NHS. To achieve the ambitions of the 10 Year Health Plan and Life Sciences Sector Plan, current focus areas include: implementation of the UK-US medicines deal, a comprehensive MedTech strategy, a growth plan, a new centre-led and locally enabled commercial model, the NHS net zero supplier roadmap, and major procurement and medicines efficiency programmes. Fiona is laser-focused on making healthcare a key enabler of innovation and economic growth, including supporting rollout and adoption of the five transformative technologies and working with industry to solve some of the most significant challenges facing patients and clinicians. From January 2025, as NHS England Interim Chief Commercial Officer, Fiona has led a national team of commercial professionals ensuring goods and services are delivered safely and efficiently, so that the NHS can focus on providing world-class patient care. Encouraging competition and market innovation to improve health outcomes and maximise value for taxpayer’s money, the team oversees c.£30 billion spend across approximately 80,000 suppliers. As NHS England Director of Medicines, Value and Access, from 2023, Fiona has leveraged the health service’s considerable clinical and commercial expertise to ensure that patients across the country benefit from innovative and everyday medicines at cost-effective prices to deliver best value from a £20 billion annual medicines budget. Prior to joining NHS England, Fiona built a career in the pharmaceutical industry, holding senior commercial, marketing and value and access roles at multinational companies that partnered with the NHS and health systems around the world.

Alexandra Jones is Director General for Growth, Science and International at the Department for Science, Innovation and Technology ( DSIT ), appointed to the role in January 2026. Before this, Alexandra held the position of Director General for Science, Innovation and Growth at DSIT from May 2023 to December 2025. Before that, she served as Director for Science, Research and Innovation at the Department for Business, Energy and Industrial Strategy ( BEIS ) from April 2019 to May 2023, where she had also led the development of the 2017 Industrial Strategy white paper as Director of Industrial Strategy. Before joining BEIS , Alexandra was Chief Executive of Centre for Cities, as well as being Chair of the London Stansted Cambridge Consortium and the Fast Growth Cities group, and a Commissioner on both London Finance Commissions and the Cardiff Capital Region Growth Commission. She has also held various director roles working on labour markets, economic development and public service reform.

Mark is the Military Member of the Armed Forces Pay Review Body and assumed this position at the end of 3 decades of service in the Army.  He commissioned into the Army Air Corps and went on to fly helicopters in the UK and overseas, including on an exchange tour with the Royal Canadian Air Force.  He deployed on operations multiple times to Northern Ireland, Bosnia, Afghanistan and Iraq.  Mark commanded at all levels from Infantry Platoon to Aviation Brigade. In staff positions, Mark worked in strategy, organisational design and operating model roles.  These have been in Army Headquarters and in the Ministry of Defence’s Main Building in Whitehall.  Having served throughout his career in a tri-Service aviation community, he was delighted to be the Deputy Commander of the Joint Helicopter Command.  He has deployed as a staff officer in a Multi-National Division Headquarters in Kandahar and a US Army Corps Headquarters in Baghdad. Now a freelance consultant, Mark remains involved in projects that focus on the lived experience of Armed Forces personnel and their families.  Active in the voluntary sector, he supports the Church of England in Salisbury Diocese in various roles.  Mark graduated in International Politics and Strategic Studies from UCW, Aberystwyth and has a master’s degree from King’s College.  Outside of work, he enjoys hiking, sailing and scuba diving, and spending better quality time with his family in Salisbury. Schellion has over 25 years’ experience as an economist in the public and private sectors. She’s currently the head of economics at the accounting and advisory firm S&W providing advice and independent expert services on regulatory and competition economics matters. She also holds trustee, NED and public appointments including NED at the Solicitors Disciplinary Tribunal, Trustee and Chair of the Finance and Performance committee at Make a Wish, Independent Member of the Code Change Committee for Non-Household Water at MOSL and Economist Member of the Upper Tribunal (Tax and Chancery Division).   She’s an active member of Discover Economics, working to ensure economics is an inclusive career and an adjunct lecturer at the International School of Finance.  Schellion is a frequent commentator in the media and at conferences on economic issues as well as being a co-editor of the Subsidy Control Insider publication. Schellion has previously held a variety of economic consulting roles, including Director and Head of Competition Economics at Deloitte and Partner leading the economics team at Grant Thornton, as well as senior roles in the NHS. She has an MSc Economics from LSE, BSc (Hons) Economics from the University of Warwick, a Diploma in Financial Management (Dip FM), an Advanced Practitioner Award in Expert Witness Evidence (APAEWE) and is a Chartered Management Consultant (ChMC). Sara Halton was appointed as a Non-Executive Director of Crown Commercial Service in September 2022 and re-appointed as a Non-Executive Director of Government Commercial Agency in April 2026. Sara has held key senior executive positions at well-known British brands, including as Chief Executive Officer of Molton Brown. She brings a wealth of experience in driving strategic growth for global brands. Sara is a Chartered Accountant and has also held a number of other non-executive directorships.

Sam Ulyatt was appointed Chief Executive of Crown Commercial Service (CCS) in 2024 and subsequently became Chief Executive of Government Commercial Agency in 2026. With a wealth of experience in both the public and private sectors, Sam brings deep commercial expertise and a commitment to delivering value across government. Before joining as CEO, Sam served as a member of the Home Office senior leadership team as the Chief Commercial Officer, heading the commercial function. In this role, she managed a diverse portfolio of complex procurements and directed annual expenditures exceeding £8 billion across various categories, including technology, estates, and professional services. Sam played a pivotal role in addressing numerous commercial and operational challenges faced by the Home Office during her tenure. Sam was also responsible for the £10 billion spent on grants and led the transformation of the team. Sam was previously a Commercial Director at CCS in 2016, where she led a team of category experts in utilities and fuels, workplace facilities management and construction supporting multiple government departments.  Her extensive private sector experience spans multiple sectors including nuclear, waste and water, energy, pharmaceuticals and chemical manufacturing. While her primary focus has been on commercial leadership, she has also led numerous transformations across a wider business landscape.
