The Treasury’s non-executive board members provide challenge to help shape the strategic thinking of ministers and officials. They are experts from outside government with significant experience of working with the public and/or third sectors and have strong financial and commercial expertise. Using this expertise, they influence and advise the department, challenging where appropriate. Steve Ruddy - FSA Board Member Steve is a highly experienced local government leader with a strong background in regulatory services and consumer protection. A qualified Trading Standards Officer, Steve has led multidisciplinary teams across Environmental Health and Trading Standards in Leicestershire, London, Buckinghamshire, and Surrey. From 2020 to 2022, Steve served as Chair of the Association of Chief Trading Standards Officers and was a Director of Trading Standards South East Ltd from 2015 to 2024. He currently chairs the Board of the Chartered Trading Standards Institute (CTSI). During his time with Buckinghamshire and Surrey Trading Standards, Steve played a pivotal role in establishing and hosting the region’s first enforcement team, known as Scambusters. He worked closely with National Trading Standards, hosting the National Trading Standards Scams Team and delivering key national enforcement roles on behalf of the Advertising Standards Authority and the Office for Students. In 2024, Steve founded Consumer Compass Ltd, a consultancy specialising in supporting local government regulatory services. He also serves as the South East regional lead for Operation Jigsaw (funded by the Department for Levelling Up, Housing and Communities), helping build capacity and expertise within local authority Private Sector Housing teams to raise standards in the private rented sector.

Sir Frank Atherton - FSA Board Member Professor Sir Frank Atherton graduated in medicine from Leeds University and worked in hospital and primary care posts around the North of England for several years before undertaking voluntary work as a District Medical Officer in Malawi. On his return to the UK he completed specialist training in Public Health Medicine in the Yorkshire Region and then worked on international health and development programmes for  WHO  and the UK Department for International Development in various locations including the Former Yugoslavia, Tanzania, and Bangladesh.  From 2002 to 2012 Frank worked as a Director of Public Health in Lancashire and from 2008 to 2012 he also served as President of the UK Association of Directors of Public Health (ADPH). In 2012 Frank moved to Canada to take up post as the Deputy Chief Medical Officer of Health in the Department of Health and Wellness, Nova Scotia. From 2016 to 2025 Frank was the Chief Medical Officer and National Medical Director for Wales during which time he advised Welsh Ministers and provided health system leadership in response to the Covid-19 pandemic. Frank was knighted in the 2022 New Year Honours list for his services to public health and he was appointed as visiting Professor at Leeds University in 2023.

Professor Susan Jebb OBE, PhD, FRCP (Hon), FMedSci - FSA Chair Professor Susan Jebb is one of the country’s leading scientists, a Fellow of the Academy of Medical Sciences and Honorary Fellow of the Royal College of Physicians.  Her recent research has focused on the treatment of obesity and interventions to encourage healthy and sustainable diets.  Susan has a long-standing interest in the translation of scientific evidence into policy and was the Science Advisor to the Government Office for Science Foresight report on obesity in 2007 and an advisor to the National Food Strategy. She has previously chaired the cross-government expert advisory group on obesity (2007–2011), the Department of Health responsibility deal food network (2011–2015) and public health advisory committees for the National Institute for Health and Care Excellence (2013-2018).  She was awarded an OBE in 2008 for services to public health. Susan holds a part-time appointment at the University of Oxford alongside the role as Chair of FSA.

Edward Twiddy was appointed as Non-Executive Board Member on 1 September 2025 and Audit and Risk Committee Chair on 1 January 2026. Edward is Chair of Northstar Ventures, a Newcastle-based, FCA-regulated venture capital firm. He co-founded Atom Bank and previously spent 13 years as an official at HM Treasury.

Fiona Gately - FSA Board Member Fiona Gately has extensive experience in the food industry, working across the sector for government, business and advocacy organisations. She served as an expert adviser on food to the Secretary of State at the Department for Environment, Food and Rural Affairs   and served on its Advisory Committee on Organic Standards from 2003 to 2005. Between 2004 and 2011, she directed campaigns for Jamie Oliver’s on school dinners, cooking skills and obesity in the UK and US, leading engagement with consumers, stakeholders and government.  In 2005, she set up the School Food Trust for the Department for Education to deliver new standards and guidance for school meals and then served on the Board between 2009 and 2011. Fiona established the award-winning product range for King Charles’ (then Prince of Wales) food brand Duchy Originals, establishing their supply chains and manufacturing partnerships and building consumer awareness of organic food.  More recently, she worked as head of marketing at the UK’s organic dairy co-operative, Omsco.

Mark Rolfe - FSA Board Member By profession, Mark is a Chartered Trading Standards Practitioner.  Prior to taking up his current role, he spent over 30 years in the profession both delivering and leading the service in Kent. In 2024 Mark took up his role as Head of Community Protection with responsibility for Community Safety, Coroners, Scientific Services and Trading Standards with Kent County Council. During his career Mark has been engaged in food standards service provision and the investigation of consumer fraud. Mark served on the National Tasking Group for National Trading Standards and was also a Director of Trading Standards South East Ltd., a partnership organisation of Trading Standards Services in the South East region. As well as being a member of the Chartered Trading Standards Institute Mark is also an associate member of the Association of Public Analysts. Mark served on the FSA Science Council in 2017 as the member representing consumers’ and citizens’ interests. Outside of work, Mark is married to Jane, a Headteacher, and has three grown up children. Mark is on the Board of Governors at a large secondary school.

Margaret Gilmore - FSA Board Member Margaret Gilmore rejoins the Board of the Food Standards Agency - having served on it from 2008 - 2014, when she Chaired its then Risk Committee and was Deputy Chair of the then Meat Hygiene Service. She brings lengthy experience as a Public Service non-Executive Director and Regulator with particular expertise in consumer interests, risk management and allergens.  In May 2022 she completed her seven-year term on the Board of the Human Fertilisation and Embryology Authority, six of them as Deputy Chair.  She was a Lead Assistant Commissioner with the Boundary Commission for England responsible for re-drawing parliamentary constituency boundaries in the West Midlands. For 10 years she worked for the independent security think tank RUSI, most recently as a Senior Associate Fellow specialising in National Security and resilience including risk management. Her long career in television, radio and newspapers includes seven years as Senior Home and Legal Affairs Correspondent for BBC News covering national resilience and risk, terrorism, and Northern Ireland. She was the BBC’s Environment and Agriculture Correspondent when the BSE crisis, climate change, farming and GM crops dominated. She takes a keen interest in allergens and labelling, and has a son with severe nut allergy. She continues to write and lecture on national security and counter terrorism.

Louise Hoste - FSA Board Member Louise Hoste is an experienced retail leader and non-executive director with over 35 years of experience spanning food, convenience, and general merchandise sectors. Throughout her career, she has combined hands-on commercial leadership with strong governance expertise, holding senior roles including Managing Director of SPAR UK and Executive Commercial Director at The Card Factory PLC. As a board chair and committee leader, Louise has driven governance improvements, strategic transformation, and stakeholder engagement across diverse organisations. Louise has led initiatives to reshape commercial models, modernise governance frameworks, and foster inclusive boards that reflect member voices. With deep experience in both multinational retailers like ASDA and Walmart, and family and member-owned businesses, Louise brings a broad perspective on retail strategy, operational delivery, and sustainability. Known for being an authentic, customer and data-driven leader who mentors talent and simplifies complex challenges.

Dr Sue Paterson - FSA Board Member Dr Sue Paterson is a RCVS and European Board-Certified Veterinary Dermatologist.  She is an elected Fellow of the RCVS for her contributions to clinical practice in the field of Veterinary Dermatology. She is the Veterinary Director of a Veterinary Dermatology Telemedicine Company Virtual Vet Derms Ltd that offers dermatology advice to the public and the veterinary surgeons. Sue has written 7 text books and more than 90 refereed publications in English, European and American journals. She has lectured extensively and has been an invited speaker at international meetings in more than 50 countries. She is an elected member of RCVS Council, was President of the RCVS 2023 - 24. Sue is a past president of the BSAVA and of ESVD. She is the current President of the World Association for Veterinary Dermatology. Sue is a Trustee of Battersea Dogs and Cats Home and Founder and Chair of the Animal Charity Pharmacy. She is married to Richard and has two grown up children Samantha and Matthew. In her spare time she is a keen organic gardener cultivating two acres of garden, a hen and bee keeper and enjoys long walks with her dogs across the Cumbrian fells where she lives.

Clare Evans - FSA Board Member Clare Evans has extensive experience within the food manufacturing sector in fast paced, chilled, ambient and frozen foods in both Commercial and Operational roles. She worked for Greencore Foods for over 26 years in a number of executive roles including Chief Operating Officer, Managing Director and Commercial Director.  As Chief Operating Officer Clare was responsible for 16 manufacturing sites, supply chain, health & safety, food safety, Technical and Sustainability.   Since leaving Greencore in 2022, Clare has been working as a consultant, advisor and coach across the food and agricultural sector, in addition to holding a trustee role with FareShare Yorkshire.

Anthony Harbinson - FSA Board Member for Northern Ireland, Chair of the NI Food Advisory Committee, and Chair of the Audit and Risk Assurance Committee (ARAC) Anthony Harbinson retired from the Northern Ireland Civil Service as Permanent Secretary for the Department of Agriculture, Environment and Rural Affairs in July 2022 following 37 years in public service. A Chartered Certified Accountant by qualification he began his career in the Northern Ireland Electricity Service before moving into the Northern Ireland Health and Personal Social Services for 15 years in a range Director Post’s covering areas such as Finance, Planning, HR, ICT, Estates and Contracting, in a range of various health bodies, including the Ambulance Service, Primary Care and Acute Hospital Trusts. In 2001 he joined the Civil Service and spent the next five years as Senior Assistant Director of Public Prosecutions designing and implementing the new Public Prosecution Service for Northern Ireland before moving to the Northern Ireland Office where he spent three years as Director of Resources.  In 2010 he joined the newly formed Northern Ireland Department of Justice where he initially served as Director of Justice Delivery, then Director of Safer Communities and finally as Director of Access to Justice and Chief Executive of the NI Courts and Tribunal Service. He is also a former Global President of the Association of Chartered Certified Accountants (ACCA), the world’s largest Global Accountancy Body and the Chair of the Consultative Committee of Accountancy Bodies (CCAB), the umbrella groups of chartered professional bodies of British qualified chartered accountants.

Alison Austin - FSA Board Member Alison has experience of public sector Non-Executive Director roles as well as running an independent sustainability consultancy working with a range of businesses on strategy development covering environmental, social and governance matters.  She spent 25 years working for Sainsbury’s Supermarkets Ltd. in roles ranging from Marketing to Food Technical to Sustainability where she gained a strong understanding of consumers’ needs in the food sector. Since leaving Sainsbury’s 16 years ago she has continued to be active in considering the interlinked interests of consumers and sustainability both within companies and public sector organisations.  Previous roles include a Non-Executive Director of the Consumer Council for Water (a statutory body providing a voice and advice for consumers in a regulated market), Independent Board Member for Seafish where she represented Northern Ireland on the Board for six years.  She has also been a Trustee for WRAP (Waste Resources Action Programme) which focused on food waste and packaging reduction strategies and the circular economy.  She has worked with SGS UK Ltd and the Soil Association on governance of auditors for standards certification and accreditation. Appointed to the FSA’s Advisory Committee on Novel Foods and Processes (ACNFP) in June 2021 her role on the Committee is to represent the needs of consumers to ensure that their interests are at the heart of the Committee’s discussions. Alison is a past Trustee of the Green Alliance (nine years) and a current Director of a renewable heat co-operative providing a district heating system for a care home complex as well as a member of a number of other community based, renewable energy schemes in her local area. She was awarded the OBE for services to sustainability in 2000.

Paul became Chief Risk Officer in March 2026 having previously been the Deputy Chief Risk Officer since 2019. Prior to joining Homes England, Paul spent 27 years in the private sector working in a number of banks and lending institutions both in UK and internationally. Most of these were in risk management, in particular the management of financial risks and the restructuring of distressed loans and investments. Paul started his career in 1991 as an International Manager with HSBC and worked in a number of executive roles, mainly in Asia and the Middle East.

Alison joined Homes England in 2020 and now leads the Regional Delivery Directorate, driving our mission to get high‑quality homes built in the places that need them most. Her team focus on locally led delivery powered with national solutions, unlocking both public and private land where the market can’t, removing barriers, securing planning permission, and preparing sites so they’re ready for development.  She is a Member of the Institute of Building and a Chartered Environmentalist with the Society for the Environment, bringing more than 20 years’ experience delivering major housing and mixed‑use schemes while working for some of the UK’s largest housebuilders. Alongside her role as Chief Regional Delivery Officer, Alison sits on the Boards of the Future Homes Hub, and serves as an observing member of the New Homes Quality Board.

Peter Vernon has an extensive senior career in property, regeneration and management consultancy. He is a senior advisor at Places for London and Chair of Grosvenor Hart Homes. Peter was Group Executive Director of Grosvenor until 2021, having previously served as Chief Executive of Grosvenor Property UK between 2008 and 2017. Prior to Grosvenor he was a Partner with  PwC  Consulting. He has held non-executive director roles for organisations including The Berkeley Group plc, BusinessLDN, and the West End Partnership. He also served as a Trustee of Peabody. Peter was a member of the Policy Committee of the British Property Federation, the government’s Montague Review of the Private Rented Sector, a commissioner of the independent City Growth Commission and a member of the Government Estates Regeneration Panel.

James joined UK Government Investments (formerly the Shareholder Executive) in March 2014. He has worked on a variety of corporate finance and governance projects, including government investments into industry and government asset sales. His governance work has included serving as the Shareholder appointed Non-Executive Director on the Board of Ordnance Survey Limited, Great Britain’s national mapping agency, and on the Board of BIS (Postal Services Act 2011) Company Limited, a holding company for certain real estate, private equity and high yield bond assets. Major government sales worked on include the 2 public equity offerings of Royal Mail shares that removed Royal Mail from public sector ownership and advising the Department for Transport on Network Rail’s sale of around 5,000 railway arches. Corporate finance projects have included advising the Department of Health and Social Care on transactions relating to the provision of indemnity cover for  GPs  and working with the UK’s Vaccine Taskforce on negotiating agreements with vaccine manufacturers to secure vaccines and manufacturing capacity as part of the UK’s response to COVID-19. In June 2021, James was awarded an  OBE  for his services to the Vaccine Taskforce in the Queen’s Birthday Honours. Prior to joining  UKGI , James spent 10 years working in corporate finance, first on the sell side in investment banking and, immediately prior to joining  UKGI , on the buy side, at a hedge fund. He started his career at Bank of America, working in London and New York. James holds an Economics degree from St Catharine’s College, Cambridge.

Chris is Chair of Real Estate and a Senior Vice President at Federated Hermes Limited, as well as Chair of MEPC, a leading UK placemaking and regeneration developer. He has overseen major regeneration projects such as King’s Cross, Paradise Birmingham, NOMA Manchester, Wellington Place Leeds, Silverstone, and central Milton Keynes. Chris joined Federated Hermes in 2010 after establishing QIC’s European office and previously served as Head of European Property at HSBC. Earlier in his career at Prudential, he led the diversification of UK real estate investments into international markets. He is a Fellow of the Royal Institution of Chartered Surveyors, former senior non-executive director at NewRiver Retail Plc, member of the Bank of England Commercial Property Committee, and founding board member of INREV. A former President of the British Property Federation, Chris has actively worked with government to promote real estate’s role in economic growth. A Visiting Fellow at Henley Business School, he  holds a BSc (Hons) in Land Management from Reading University.

The Online Procedure Rule Committee was set up under the Judicial Review and Courts Act 2022 to make rules governing the practice and procedure for specific types of online court and tribunal proceedings across the Civil, Family and Tribunal jurisdictions.

HMRC is reviewing the CG Manual to ensure it provides HMRC’s interpretation of relevant legislation where there is more than one reasonable view of how rules work.Where material in the CG Manual isn’t providing an interpretation, that material is being removed. Where appropriate, material will be reproduced elsewhere and linked from the CG Manual.
