David was appointed the Shadow Foreign Secretary in November 2021. He was previously the Shadow Secretary of State for Justice and the Shadow Lord Chancellor. David served as a minister in the Labour government from 2001 to 2010 and was made a Privy Councillor in 2008. He was in several departments, including the Department of Health and the Department for Constitutional Affairs. He was Culture Minister at the Department of Culture, Media and Sport and Higher Education and Intellectual Property Minister at the Department of Business, Innovation and Skills. In 2016 to 2017, David led an independent review into treatment and outcomes of Black, Asian and Minority Ethnic (BAME) people in the criminal justice system. He is the author of ‘Out of the ashes: Britain after the riots’ on the causes of the London 2011 riots, and ‘Tribes: how our need to belong can make or break society’ (2020). David is on the Advisory Board for the European Council on Foreign Relations and is President of the British and Foreign School Society. He is also a Professor in Practice at London School of Economics and the School of Oriental and African Studies. Welsh Food Advisory Committee member Lindsay has over 40 years’ experience working across the food and agricultural sector, including 32 years in local government and the wider public sector as a Food Standards Officer. She began her career in food product development within the food industry before moving into enforcement roles with Gwent County Council and later the Food Standards Agency, where she also worked as a food and feed auditor. She subsequently returned to local government, leading food, feed and animal health enforcement services for Newport City Council. Lindsay’s professional background is in food and feed regulation. She is a qualified Trading Standards Officer specialising in food and feed legislation, holds an MSc in Food Science and Technology, and is a Fellow of the Institute of Food Science and Technology. During her career, she has worked closely with the Food Standards Agency ,the Welsh Government, DEFRA on a range of food standards, feed safety and animal health matters, as well as with auditing organisations including the RSPCA and FAWL. Lindsay previously chaired the All-Wales Feed Officer Group, where she played a key role in developing Wales’s first regional working model for animal feed enforcement. She has represented Wales on the UK National Agriculture Panel and the UK National Agricultural Ports Panel and has worked extensively with the Welsh food and drink sector, supporting compliance and high standards across businesses ranging from small producers to multinational companies.

Welsh Food Advisory Committee member John Richards’ is Producer and Processor Lead at Wales’ red meat levy body; Hybu Cig Cymru – Meat Promotion Wales (HCC). He holds a degree in Economics of Agriculture, Food and Rural Environment from Aberystwyth University. He previously worked for Welsh Government and the Royal Welsh Agricultural Society and has spent the last 16  years at HCC where he has served in a variety of roles. John currently leads on strategic engagement with Wales’ red meat sector and leads on initiatives to improve efficiency for producers and processors. He has previously led on market intelligence work and EU Rural Development projects and programmes supporting the red meat sector. He often represents Welsh interests on a variety of national committees and working groups in relation to animal health and supply chain matters. In his spare time, John is still actively involved in the family farm, producing beef and lamb in Carmarthenshire.

Welsh Food Advisory Committee member Ifan Lloyd is a veterinary surgeon with over 35 years’ experience in clinical practice, including 17 years as a Partner in mixed, multi centre veterinary practice in Swansea where he specialised in production animal medicine (beef and sheep). Born and raised on a dairy farm and Welsh Cob Stud near Aberystwyth, Ifan holds honours degrees in Agriculture at Bangor University and Veterinary Medicine at Cambridge University. He retired from clinical practice in 2023 and now focuses on consultancy and roles that support animal health in Wales.  Ifan is a director of Iechyd Da (gwledig) Ltd, the veterinary delivery partner responsible for TB testing services in South Wales, and Cefn Gwlad Solutions Ltd, which delivers TB-related disease risk management initiatives across Wales. He is a member of the British Veterinary Association (BVA) national Policy Committee and Welsh Branch Council, having served as BVA Welsh Branch President from 2019 to 2021 which coincided with several policy roles during the Covid 19 pandemic.  He was a member of the Wales Animal Health and Welfare Framework Group 2014 to 2021. During this time, he was a member of the Welsh Government EU Exit Roundtable group contributing to scenario setting for the livestock sector and later trading arrangements after exit.  An advocate of One Health he has been involved in several national programmes including AMR (antimicrobial resistance) which support Wales’s goals for safe, sustainable food production.  Ifan lives on a smallholding where he and his family breed and show pedigree Ryeland sheep, maintaining strong links to rural farming communities. Ifan is also a competitive endurance runner and qualified coach. He has won multiple national age-group titles, including the World Masters marathon championships in 2024, highlighting his commitment to health and wellness.

Welsh Food Advisory Committee member Dave worked for almost 40 years in local government leading a range of Public Protection and Regulatory services.  He has worked closely with both the Welsh Government and the Westminster Government on several policy issues pertaining to consumer protection, food safety and public health.  Dave’s professional background was as a Trading Standards Officer specialising in product safety law. As his career progressed, Dave became responsible for Environmental Health and Licensing matters, firstly at Cardiff and then as the Head of the Shared Regulatory Service, a collaborative venture covering Bridgend, Cardiff and the Vale of Glamorgan.  Dave was Chair of the Directors of Public Protection from 2018 to 2021 and in that time played a lead role in co-ordinating the professions response to matters arising from the Grenfell disaster and the outbreak of Covid 19.  Dave has a long record of working with the business community to help small business navigate the complexities of consumer protection legislation through vehicles like the Cardiff Business Partnership, the Home Authority Principle, and most recently promoting the concept of the Primary Authority Scheme.

Welsh Food Advisory Committee member Georgia joined the Advertising Standards Authority (ASA) in 2010 as an Investigations Executive, managing a varied caseload of investigations into advertising complaints. From there, she moved to Leatherhead Food Research to provide consultancy to the food industry on all food law matters, often collaborating with scientific colleagues in the Nutrition and Consumer and Sensory departments. Whilst studying law in 2016, she joined DWF Group where she works as a Regulatory Consultant within the Regulatory, Compliance and Investigations team, providing legal advice to clients on consumer products and advertising, with a particular focus on food.  Over the past 10 years she has contributed to various food-related events, including presenting at Vitafoods Europe and the University of Reading’s Food Industry Symposium. Georgia holds a first-class degree in Combined Studies and a Masters in Art History from Manchester University as well as a Graduate Diploma in law from BPP University. Georgia lives with her family in Bristol but her family roots lie in Wales. She spent many childhood holidays exploring Rhossili bay and climbing the Skirrid.

Welsh Food Advisory Committee member John completed his BSc and PhD at Bangor University, before moving through Aberystwyth, Hanover, Paris and Wrexham to arrive several years later in the University of Chester. John recently retired from Chester, where he was Head of the School of Medicine, Associate Dean of Faculty and held a Chair in Applied Biochemistry. He has also served on the Council of Governors for Warrington and Halton Teaching Hospital Board. As Head of the Medical School, he was responsible for the training of healthcare professionals through a number of accredited courses at BSc and MSc level. John has also been external examiner for various UK, as well as international, universities (including Aberystwyth University, Bangor University, Cardiff University, Manchester Metropolitan University, Plymouth University, University College London and Aarhus University). John ran a research laboratory in Chester and has published over 50 scientific papers, 11 book chapters and given keynote lectures worldwide. John’s research has covered areas such as food authentication, but mainly focused on stress proteins and understanding how they are regulated and influence disease processes. John has successfully supervised over 30 PhD students, many of whom now hold senior academic positions around the world. Outside work, John is Welsh speaking and lives in Llangwm, near Bala. He is married with three children and has a smallholding of just over 20 acres. He was a keen rugby player, and a qualified coach, but is now restricted to following the game at Clwb Rygbi Bala, and whenever possible, watching Wales.

Welsh Food Advisory Committee member Helen is an experienced Technical Director working within food, drink and packaging supply chains serving over 30 years in the sector. Helen’s role at ZERO2FIVE, Cardiff Metropolitan University is to lead the technical team to actively work with companies (SMEs) across all product categories in the UK. She leads a team of technologists in all aspects of knowledge transfer, regulation, food safety, efficiency, manufacturing, waste reduction, new product development, nutrition, product reformulation and compliance. In her role Helen collaborates with industry bodies, cluster members and stakeholders across Wales, UK and beyond. Prior to her current role in the academic sector Helen was an experienced Technical manager with major global food companies such as Cargill for over 15 years. Helen holds a BSc in Applied Biological Sciences, Diploma in Packaging Technology, is a Chartered Scientist, registered Food Safety Manager and Fellow of the IFST, STEM Ambassador, third party auditor for SALSA and BRCGS Food Safety.

Charles Donald was appointed to the Department for Transport Operator (DFTO) Board as a Non Executive Director on 25 March 2026. Charles served as Chief Executive Officer of UK Government Investments from March 2020 until January 2026, having joined in May 2018 as Head of the Financial Institutions Group. Prior to this, he had spent his entire career in investment banking. He worked in Financing from 1987 – 1992 and then Equity Research from 1992 – 2006. He then moved into UK Corporate Advisory where he held a number of senior management positions until 2018. From 2021 – 2024, Charles served as Chair of the Working Party on State Ownership and Privatisation Practices for the OECD in Paris. His former Board roles include Non-Executive Director of the UK Infrastructure Bank (now the National Wealth Fund), Trustee of Help for Heroes (the Armed Forces charity) and Chair of the Lambrook School Trust.

Tony Poulter was appointed to the Department for Transport Operator ( DFTO ) Board as a Non Executive Director on 24 March 2025. His other roles are: a non executive member of the Department for Transport Board as a non-executive board member on the Board of Cubico Sustainable Investments, a leading global renewable energy developer, owner and operator at LCR Property Ltd, a specialist promoter of development and regeneration around the railway He is also an external member of the finance committee of Oxford University, and of the finance and audit committees of the National Portrait Gallery. His previous non executive roles included Senior Independent Director at the UK Green Investment Bank, and Chairman of the Pension Infrastructure Platform. In his executive career, he was a partner at PwC from 1990 to 2016, first specialising in infrastructure finance, and then leading first the advisory business in Asia, and then the Global Consulting business. He was also Chairman of Strategy (formerly Booz and Company) after it was acquired by the PwC network.

Laura Shoaf was appointed to the Department for Transport Operator ( DFTO ) Board as a Non Executive Director on 24 March 2025. Laura was Chair of Shadow Great British Railways ( SGBR ) from October 2024 to March 2025. At SGBR , Laura helped drive the government’s overhaul of the railways, bringing senior leaders together to deliver improvements for passengers and work towards a more unified rail system. Prior to SGBR , Laura was the Chief Executive of the West Midlands Combined Authority ( WMCA ) and the Managing Director of Transport for West Midlands. At WMCA , Laura led inclusive economic growth initiatives, championed skills development, added social value through land and housing regeneration, and enhanced transport connectivity. At Transport for West Midlands, Laura oversaw a multi-million-pound transport investment package for the region. Laura was also the first female chair of the Urban Transport Group, where she supported the transport industry on its recovery from the COVID-19 pandemic. Laura is a recognised expert who has advised on national policy. She was also one of the UK ’s first ‘transport champions for tackling violence against women and girls’.
