Kate is Chair of the Audit and Risk Assurance Committee (ARAC) and a qualified Chartered Accountant. She was part of the founding team of Sayer Vincent, a professional audit and advisory firm specialising in social purpose organisations. Kate has audited and advised a wide range of charities and social enterprises for over 30 years. Kate contributed to the development of charity accounting through membership of the Charities SORP Committee for 15 years. For many years, she taught charity finance to students at Bayes Business School. She has written a number of books and publications covering charity management, finance, taxation and risk management. From January 2020 to December 2023, Kate was Oxfam’s first Director of Integrity and Ethics. She introduced fresh thinking on risk management, internal audit, social responsibility and led the establishment of organisation-wide prevention and management of misconduct. She has served as a trustee for numerous charities, currently holding the position of Chair for a human rights charity and acting as a trustee for a charity dedicated to disability rights.

Giles joined the TRA in March 2026 and heads up the Policy, Strategy and Engagement directorate. Prior to this, Giles has held a variety of roles across Government on international trade including technical barriers to trade negotiations under the UK-EU Trade & Cooperation Agreement in the Department for Business (now DBT) and overseas in Ghana with DIT (now DBT), working on pan-African trade policy and trade promotion. He has also worked on the UK’s better regulation agenda, electricity market reform and a number of roles related to the UK’s relationship with the EU, including in the Justice, Home Affairs and security/defence space in Cabinet Office.

Andrew’s professional experience is in governance, communications, leadership and change management, across a range of sectors including government, regulatory bodies, not-for-profit, professional services and passenger transport. He is Deputy Chair and a non-executive director of the Cost Lawyer Standards Board, the statutory regulator for costs lawyers in England and Wales. Andrew is Deputy Chair of the Investigating Committee of the General Pharmaceutical Council, Chair of the Professional Conduct Committee at the General Osteopathic Council and is a tribunal member of the Legal Practitioners Disciplinary Tribunal in Ireland. He is also an independent recruitment panel member for Scottish Government and chairs the Remuneration and Appointments Committee at the Recruitment and Employment Confederation. His governance work (which includes undertaking reviews and providing on-going board advice) extends across a range of clients including the Chartered Institute of Environmental Health, GS1 UK (the barcode standards body) and the Scottish Legal Complaints Commission. Andrew’s past experience includes a ten-year term on the board of the European Marketing Confederation (the association of marketing professional bodies across Europe) including five years as Chair, as well as two terms (one as Chair) on the Board of the Chartered Institute of Marketing. Until 2025, he was a member of the Board of Registers of Scotland and has previously served as a Board member of the Independent Office for Police Conduct.

Andy Roe, Chair of the Building Safety Regulator, joined the London Fire Brigade (LFB) in January 2002 as a firefighter, serving at every rank before being appointed as London Fire Commissioner in January 2020. Retiring in July 2025, Andy led the Brigade, one of the world’s largest emergency services, and London’s fire safety regulator, through wholesale reform in response to the Grenfell Tower inquiry. Prior to joining LFB Andy served for several years as an officer in the British Army. In July 2025, Andy was appointed as the Chair of the Building Safety Regulator. Alongside this he is an independent strategic safety advisor to Transport for London and a non-executive director of GB (Olympic) Boxing. Andy received a life peerage and became a member of the House of Lords in January 2026.
