Stephen Hickey was Director Middle East and North Africa at the Foreign, Commonwealth & Development Office (FCDO) until March 2026. Stephen was British Ambassador to Iraq from 2019 to 2021. Before this he was the Ambassador and Political Co-ordinator in the UK Permanent Mission to the United Nations. Stephen joined the FCO (Foreign and Commonwealth Office) in 2001 as a Desk Officer in the South East Asian Department. Some of his previous postings include: Deputy Head of Mission to Egypt (2013 to 2015) and Syria (2010 to 2011) Political Counsellor in South Africa (2011 to 2012) Head of Office and Deputy Special Representative for Libya (2011) Stephen is an Arabic speaker and has made the Middle East a focus of his career. Annabel Gerry is Director for Human Development at the Foreign, Commonwealth & Development Office (FCDO). Annabel was Head of DFID Pakistan from 2019 to 2022. Before this she was based for 5 years in Harare, where she was Head of DFID Zimbabwe and also led the DFID South Africa Development Partnerships Unit. Annabel’s previous roles in DFID include: leading DFID’s policy on governance, gender, and social protection; being Head of Profession for DFID’s Governance, Conflict and Humanitarian Advisers; as well as time in DFID Tanzania, DFID Nigeria and DFID South Africa. Annabel joined DFID in 1997. Before DFID, Annabel worked as a tax lawyer for a large city firm in London, for the Eritrean People’s Liberation Front in Eritrea rebuilding their education system in preparation for the country’s independence, and in a refugee settlement with American Save the Children in Sudan.

She is qualified in Town & Country Planning and Marketing and has a background in economic development, regeneration, development finance, strategic marketing management and policy development. Previous roles include Planning Policy advisor at the Royal Town Planning Institute (RTPI. She is the RTPI representative and Chair of the RTPI-Joint Distance Learning Consortium Board to oversee the delivery of planning education in accordance with RTPI standards, maintaining RTPI accreditation status and accrediting new courses.   She was previously Chair of the RTPI/Plymouth University Board and external examiner at Cardiff University Planning School. She was identified as an RTPI ‘Woman of Influence’ in 2021.
