Ceri Smith is Director General, Office for Investment at the Department for Business and Trade (DBT). From April 2021, he was Director General, Strategy and Investment at the Department for International Trade ( DIT ). He joined DIT after 8 years at UK Government Investments where, among other things, he set up the British Business Bank, and led on the government’s shareholder interests in Channel 4, the Land Registry, Homes England and the Ordnance Survey. He was a Non-Executive Director at the British Business Bank and a Non-Executive member of the Homes England Board. Ceri previously spent almost 20 years across a range of economic policy roles in HM Treasury and the Business Department, in Brussels with the Foreign Office and with the DTI’s Small Business Service. Nigel Cotgrove is a Trustee Director of the BT Pension Scheme; and a member of the Low Pay Commission and the Central Arbitration Committee. Nigel worked for the Communication Workers’ Union for 31 years. He served as a National Officer for over 20 years representing workers in the telecoms, ICT and financial services sectors. Prior to that, he worked as a CWU Research Officer. Nigel was appointed as a Low Pay Commissioner on 22 January 2024 and his appointment ends on 21 January 2027.

Rob Magowan joined the Royal Marines in 1989 after reading chemistry at Southampton university. His career to Lt Col included an operational tour of Northern Ireland, US Marine Corps staff college, the first deployment to Afghanistan post 9/11 and the invasion of Iraq in 2003. Subsequently, he worked in the Cabinet Office, the Foreign and Commonwealth Office and the Ministry of Defence, with a focus on intelligence. He commanded the Royal Marines 30 Commando Information Exploitation Group, redeploying to Afghanistan. As a Brigadier he spent a year in Kabul, was head of Royal Navy people policy and commanded the UK’s Joint Forces Intelligence Group. He has been Commandant General Royal Marines twice, and on the first occasion also assumed command of the European Union Naval Force Somalia. Further as a Major General, he has held capability jobs in the Navy and MOD. As a Lieutenant General, he was deputy commander of the then UK Strategic Command and then head of capability for Defence. He was appointed Commander Cyber & Specialist Operations Command in March 2026. He is the Defence Buddhist champion, chairs the Defence Mindfulness steering group and is president of the Council for Cadet Rifle Shooting. He is also president of the Royal Navy Mountaineering Club, Royal Navy Netball Association and Royal Navy Rifle Association. He is president of the charity 65 Degrees North.

After training in heavy engineering ashore, Rob Loder joined the merchant navy and served as an able seaman and motorman while completing a rating to officer conversion course. Upon qualifying Rob was promoted to engineer officer and served on a variety of vessels including oil tankers, cable ships, ferries and superyachts; and attained the rank of chief engineer. Rob moved into fleet management and then into ship repair, ship build supervision and project management. After a period of consultancy to the marine industry Rob joined the Marine Accident Investigation Branch in 2020 as an inspector, progressing to principal inspector and then deputy chief inspector before taking up his current role in 2026. Rob is a chartered engineer, marine engineer, and a fellow of the Institute of Marine Engineering, Science and Technology (IMarEST).
